The Opportunity
WSDOT is currently seeking a Fiscal Analyst 2 to perform professional-level financial review and analysis to ensure accountability within the region. This critical role supports WSDOT's mission of providing safe, reliable, and cost-effective transportation options while ensuring financial activities comply with regulations and policies. Responsibilities include reviewing complex financial transactions for completeness, accuracy, and compliance with state and federal requirements. What to Expect
Among the varied range of responsibilities held within this role, the Fiscal Analyst 2 will:

  • Ensure compliance of financial transactions with policies, procedures, and GAAP.
  • Verify and validate payment transactions for completeness, accuracy, and compliance.
  • Analyze payment documents and financial transactions to identify and resolve errors and discrepancies.
  • Create journal vouchers to transfer expenditures and correct coding as necessary.
  • Analyze and reconcile expenditure and payment activity from different financial systems.
  • Receipt payments received from customers and vendor refunds, ensuring accuracy and proper documentation.
  • Prepare monthly invoices and process billing documents for reimbursable agreements.
  • Send monthly billings to customers and follow up on past-due notices.
  • Manage and retain department financial documents, including scanning and archiving fiscal records electronically.
  • Perform other duties as assigned to ensure smooth operations of financial systems.

Qualifications
To be considered for this opportunity, the following are required:
  • Experience with reviewing, analyzing, and interpreting financial information and reports, as well as analyzing and correcting discrepancies.
  • Proficient with MS Office Suite products, including Word, Excel, and Outlook.
  • Strong communication skills, both in written and verbal form, to effectively communicate information to internal and external customers.
It is preferred that qualified candidates also have the following:
  • A bachelor’s degree, which includes at least 18 quarter or 12 semester hours of accounting, auditing, or budgeting and a year or more of relevant experience. Professional experience may substitute for education but not usually for credit hours.
  • Knowledge of state and federal budget and finance rules and procedures.
  • Familiarity with OFM budget and accounting systems.
  • Knowledge of Accounts Payable, Cash Receipts, and Travel.
  • Experience performing financial analysis of accounting data in accordance with GAAP, federal and state regulations, and WSDOT policy.
  • Experience using the Ilinx system to scan and upload documents.
  • Experience entering, retrieving, reconciling, and extracting data from various software and data retrieval systems within the WSDOT, including, but not limited to, Cognos, FIRS, and ECM.
  • Experience navigating, querying, updating, correcting, preparing, reconciling, or creating financial transactions in WSDOT’s financial systems, including but not limited to TRAINS, PCMS, and CICS.
  • Knowledge of accounting information and financial data produced by various financial recording and reporting systems and mainframe integrated software systems, including but not limited to TRAINS, PCMS, CICS, Cognos, FIRS, and ECM.
  • Knowledge of policies, procedures, and directives contained in various manuals, including but not limited to the Accounting Manual, Purchasing Manual, Travel Manual, SAAM Manual, TRAINS Manual, Consumable Inventory Manual, and Chart of Accounts.
  • Knowledge of rules, regulations, policies, procedures, and directives in relevant areas of responsibility.
  • Ability to lift and move boxes, office equipment, and materials up to 25 pounds.

  • This position offers flexible/hybrid remote work options.
  • Financial Services is open from 6 am to 6 pm Monday through Friday, and the position schedule is flexible within those hours. Overtime is eligible after 40 hours per week, and occasional extended hours may be required.
  • The salary listed includes the legislative-approved 5% salary premium for positions in King County.

  • In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position. For union-represented positions, more information on other forms of compensation can be found in the applicable Collective Bargaining Agreements.
